Save Comments to 1:n Planning Cost Element instead of Group

NO_GROUPCOMMENT

By default, entered comments are stored in cost element groups during 1/n planning with cost element groups and then also read from there.

With constant NO_GROUPCOMMENT activated, comments are saved in the corresponding planning cost element instead (as representative object).

Activation is performed by entering X in column Value from.
